After a lively debate the proposition to reorganise the Parish’s refuse collection and introduce a recycling scheme (P.9/2009) from January 2010 was referred back (37 votes in favour to 10 against). The Constable said he would seek to allay the concerns expressed by the workforce about the changes before bringing the matter back to the Parish Assembly.

The propositions to set up committees for the St Helier Battle of Flowers Association, and the St Helier - Funchal Twinning Association were approved unanimously.

The proposition to purchase a property in Conway Street (P.12/2009) was approved (20 votes for and 13 against).
