The Community Support Team – previously Parish Wardens - have settled into their role of improving the environment for both the residents of St Helier and visitors to the Town.
The team are generally on duty seven days a week between 8am and 10pm, with shifts sometimes extending to 8am and midnight. As the 'eyes and ears' of the Parish and they perform many functions such as:
- Making sure that dogs are kept on leads and away from children’s play areas in Parish Parks. Also to deter dog fouling in parks and on streets throughout the Parish
- Offering assistance to Parishioners and visitors to the Parish throughout the Parish’s parks and gardens.
- Ensuring that any drinking of alcohol in parks does not occur close to children’s play areas. Some success has been achieved in persuading drinkers to dispose of their litter and cans responsibly - people drinking from glass bottles are 'moved on' to avoid risks from broken glass.
- Talking with youths causing disturbance, skating on park benches and dominating children’s play areas. They have invariably responded positively to polite requests to stop from anti-social or intimidating behaviour.
- Carry out routine patrols in the central town area to act as a calming influence and to control litter and other anti-social behaviour such as riding bicycles on footpaths.
- Residents’ Parking Zones (RPZs) are regularly patrolled and, since 1 May 2008, the Parish has been solely responsible for parking control within these Zones.
- Outside of RPZs the team focus on offences such as obstruction and dangerous parking, and an infringement notice is only issued if the driver cannot be found to move a vehicle, or if the vehicle is causing a series offence.
The Team deal with an assortment of other issues not mentioned, but we aim to maintain the Parish’s town centre as a safe environment and to safeguard the needs and requirements of Residents, Businesses, Organisations and Visitors within the Island’s capital.
