Who is eligible for a Resident’s Permit?
A person who has a place of residence within the Zone and keeps a vehicle for personal use is eligible to apply for a Residents’ Permit.  No person may have more than one permit at the same time.  A permit is only valid for the vehicle for which it was issued and is not transferable to any other vehicle.
 
How to apply for a permit
The Parish of St Helier administers the Residents Parking scheme on behalf of the Minister of Transport and Technical Services.  Application forms for Residents Parking Permits together with Guidance Notes are available online and from the Town Hall.  Completed application forms are to be submitted to Customer Services on the Ground Floor of the Town Hall together with proof of residence, registration document for the vehicle and payment. Please note that payment should be made on collection of the permit only.

If I have off-street parking, am I eligible for a permit?

If a vehicle owner has access to off-street parking or a garage at the property they reside in, then they may not be eligible for a permit. This is due to the limited availability of parking in and around St Helier.

In the situation of rented accommodation, whereby the off-street parking at the property is not made available, the applicant should apply with written confirmation from their Landlord that they are not entitled to use off-street parking.

I have a work vehicle – can I still get a Permit?

If the vehicle is wider than 6’6” (2 metres) and weighs more than 1600kgs, then we can not issue a permit. If however the vehicle is less than both of these, an application can be submitted along with a letter from the company to confirm the vehicle is solely used by the applicant. Note that only one permit is permitted per person.

What is the cost?
For the St Mark’s, St Thomas’ and Cheapside Zones the cost of a Resident’s permit for a twelve month period between 1 May and 30 April is £200.  A permit for the Richmond Road Scheme costs £100.  A pro-rata reduction in the cost of the permit is applicable for permits applied for after 1 May. The cost of permits is reviewed annually, and any alterations to the price will be informed to permit holders when renewing.

How long do I have to wait for my permit?
There are limits to the number of permits issued throughout each zone, to ensure the probability of finding a parking space. As such, we do have a waiting list in each of our zones due to their high popularity. If you are placed on the waiting list for the zone, then our Customer Services Team will make contact with you when we are able to offer you a permit.

Permits for maintenance work on properties
Temporary Residents’ Permits are available for contractors employed to carry out works within the Zones at a cost of £5 + gst per day.  Applications for temporary permits should be made to Customer Services on the Ground Floor of the Town Hall together with details of the vehicle.
 
Visitor parking
Paycard parking for visitors is available within the Zone daily between the hours of 9am and 10pm.  There is no visitor parking within the Zone between 10pm and 9am daily and during this period visitors are advised to use nearby public car parks.

Visitor paycard parking within the zones is identified by roadside signage that also stipulates the periods parking is permitted.
 
How is the scheme enforced?
St Helier has a Community Support Team, whose primary role is to improve the environment for Parishioners and visitors to the Town, but also to regularly patrol the zones to ensure compliance with the regulations that govern the zones.  Additional support is provided by St Helier’s Honorary Police, the Roads’ Inspectors and others duly authorised by the Connétable.
 
What happens if I move out of a Residents’ Parking Zone?
If a permit holder moves out of a Zone during the currency of the permit a proportionate refund may be made subject to a £10 administration fee.
 
What do I need to do if I change my vehicle?
If you have bought a new vehicle, bring in your new log book with your current permit and we shall update your permit and re-issue the permit (free of charge).

Can businesses obtain permits?
If you are the owner of a business that operates from an address within a zone and have a Jersey-registered vehicle, that is used in Jersey exclusively for the purposes of the business, you may be eligible for a Business permit.

 
Disabled person badge holders
Specific provision has been made within the Zones for parking by disabled person badge holders.  In addition, if there is a waiting list for Residents’ Permits, preference will be given to disabled person badge holders.
